In the state of emergency, security fee will not be collected from earthquake victims for electricity and natural gas.

Board decisions of the Energy Market Regulatory Authority (EMRA) on the subject were published in the Official Gazette.

Accordingly, consumers who document that they have been affected by an earthquake in provinces where a state of emergency decision has been taken due to earthquakes in Kahramanmaraş or that have been declared disaster areas, will not be charged a security fee and cutting-connection fee for their retail sales contract applications to be made in all electricity distribution regions during the state of emergency.

In addition, natural gas distribution companies will not be charged a security fee for natural gas subscription applications to be made in all distribution regions from residential consumers who certify that they were affected by the earthquake in the said provinces, and from first-stage consumers subject to system usage fee application.

No new unlicensed electricity generation applications will be accepted during the state of emergency in the earthquake zone.

On the other hand, some decisions were taken regarding unlicensed electricity generation practices, starting from 6 February, for the provinces where a state of emergency was declared or declared disaster areas due to the earthquakes in Kahramanmaraş.

Accordingly, due to the State of Emergency, an additional time will be given to the existing durations of the connection agreements with the call letter for the connection agreement valid as of February 6, given by the relevant network operators throughout the country.

In this context, no new unlicensed electricity generation applications will be accepted by the electricity distribution companies operating in the said provinces and the Organized Industrial Zones holding distribution licenses, and by Türkiye Elektrik Iletim AS for regional capacities in the said provinces during the state of emergency. Commission meetings regarding applications that have already been received will be postponed until the end of the state of emergency.

In addition, unlicensed electricity generation facilities in the said provinces will be exempted from the ninth paragraph of Article 28 of the Unlicensed Electricity Generation Regulation in the Electricity Market during the state of emergency.

According to another Board decision of EMRA, starting from February 6, during the state of emergency, the amount of the guarantee held by the legal entities with generation licenses established in the said provinces and having electricity generation facilities in operation, and legal entities holding the generation license with their headquarters in these provinces, Source The fifth paragraph of Article 8 of the Procedures and Principles will not be applied if the amount of collateral required to be kept pursuant to the Procedures and Principles Regarding the Determination and Implementation of the Support Fee on its Basis is not met.

The imbalance amounts corresponding to the consumption amounts (drawals) of the legal entities holding a production or supply license with free consumers in these provinces will be evaluated over the market clearing price for the relevant settlement periods.

Again, the temporary obligations of all licensees operating in the LPG market in these provinces within the scope of Law No. 5307 and its secondary legislation were postponed until the end of the state of emergency as of 6 February.
