Supplementary Budget Bill was submitted to the Presidency of the Assembly

The Bill of Law on the Amendment of the 2023 Central Government Budget Law and its Affiliated Schedules was submitted to the Presidency of the Grand National Assembly of Turkey.

Reminding that 4 trillion 469 billion 570 million 19 thousand TL appropriation was allocated for central government budget expenditures with the 2023 Central Government Budget Law in the general justification of the proposal, it is reminded that the appropriation needs of public administrations, especially the expenditures due to the earthquakes in Kahramanmaraş that occurred on February 6, 2023, can be met. It was stated that it was proposed to add 1 trillion 119 billion 514 million 513 thousand liras appropriation to the relevant public administration budgets for the purpose.

It is stated that the need for additional appropriation arises from the expenditures made for purposes such as meeting the needs of the citizens damaged by the earthquake, rebuilding the damaged houses, repairing the necessary infrastructure damages or establishing new infrastructure, eliminating the damages in the building stock of the public administrations, fuel, fuel purchases, school It was noted that this includes the newly launched free food distribution application, bussed education, free textbooks, special education and rehabilitation centers, and support education expenses of individuals with disabilities receiving education in special education schools.

The increase in agricultural supports, the increase in nutrition and shelter aid, the increase in the private pension state contribution due to the minimum wage increase, the increase in the commissioning expenses of Halk Bank and Ziraat Bank due to the treasury interest-supported loans provided to artisans, craftsmen and farmers, the increases in capital expenses, TMO and TÜRKŞEKER’ In the justification, which includes the expenses made to complete the unpaid capital of TCDD and to cover the investment needs of TCDD, it was noted that the need for additional appropriation was due to the increase in interest expenses and other expenses.

The highest appropriation goes to the Disaster and Emergency Management Presidency.

With the proposal, the highest additional appropriation will be given to the Disaster and Emergency Presidency with 482 billion 829 million liras, and the second highest additional appropriation will be given to the Ministry of Treasury and Finance with 279 billion 750 million 936 thousand liras.

The Bill of Law on the Amendment of the 2023 Central Government Budget Law and its Affiliated Schedules will be discussed at the Plan and Budget Committee of the Grand National Assembly of Turkey on Tuesday, July 11th.
